Field Service
Our field service representatives are agents highly trained in
public entity insurance needs and risk exposures. Because they live and work where
you do, in your local area, every agent is readily available to assist you with
any aspect of the program. Our agents understand that protecting your public entity
is a 24 hour, 365 day a year job and they stand ready to help whenever the need
arises.

Risk Control Services
The Municipal Insurance Alliance provides a variety of risk control
services to its insured public entities throughout Michigan, Ohio, Indiana, Illinois
and New York. These services are provided by experienced risk control personnel
located in each state who utilize proven risk control techniques and procedures.
These techiques and procedures are continuously updated by conferring with Alliance
appointed counsel and Midwest Claims Service, Inc. Through these efforts, Alliance
insureds are provided with the most up to date information on statutes, case law
and claims experience which will help them avoid, reduce and/or transfer potential
liability exposures.
Some of the risk control services provided to Alliance insureds include:
Risk Control Profiles
The Risk Control Department has field representatives who visit
all Alliance insureds to develop Risk Control Profiles. This is done by surveying
insured public entities to identify existing and/or potential liability exposures.
While on-site they will meet with officials and department heads to discuss and
review the entity’s operations. Specific issues that are identified will be discussed
with the officials and department heads during the on-site visit.
Risk Control Recommendations
After information is gathered for the profile, letters of recommendation
are provided to the entity’s officials and department heads. Resource materials
may also be included to help the insured entity implement these recommendations.
Special Events and Contract Reviews
We will review special event applications along with site plans
to help insured entities identify potential liability exposures inherent with these
types of events. Recommendations are made to help manage these exposures. We will
also review contractual language from a risk control perspective and will provide
suggestions to help reduce potential liability exposures. These suggestions can
be reviewed by the entity attorney before a contract is signed or revised.
Resource Material
Our Risk Control Department has a large quantity of resource materials
available to assist public entities in developing sound risk control programs. Specific
information is available to assist human resource departments, park and recreation
departments, public works departments, emergency medical services, fire departments,
jails and police departments. In addition, we have sample manuals, risk control
guidelines and model policies and procedures. We continuously update these materials
and make them available to all our insureds.
Technical Assistance
Risk Control Department Representatives provide assistance with
liability related questions and issues. They are also available to meet with your
safety committee to provide guidance and advice. We continuously train and update
our insureds with the latest information that could potentially affect public entities.
Risk Control Seminars
The Risk Control Department assists, sponsors and presents seminars
to Alliance insureds. Some topics include:
1. Sexual Harassment in the Workplace
2. Other Forms of Discrimination including ADA and Whistleblowers
3. Law Enforcement Liability
4. Governmental Immunity
Other seminars can be tailored to meet the needs of the public entity.
Midwest Claims Service
Midwest Claims Services, Inc. a subsidiary of HCC Insurance Holdings,
Inc., provides the claims service for the Municipal Insurance Alliance. Midwest
has a staff of experienced in-house attorneys and claims staff to process all the
claims and litigation. Midwest assists the Alliance Risk Control operation to work
towards mitigating claims and loss exposures. Midwest follows our Risk Control philosophy
through its incident reporting method. Our insureds are asked to fill out a simple,
one-page “Incident Notice” whenever there is any occurrence that has the potential
or possibility of developing into a claim, even though at the time of the incident
no action might be taken.
The filing of an Incident Notice gives our Claims Department the benefit of gathering
timely, accurate information from the people involved or who were witnesses to the
incident. If a claim should result months or possibly years later, there will be
no forgotten details, lost evidence, or witnesses that can’t be located. The use
of Incident Notices by our insured allows our Claims Department to pre-handle potential
claims by gathering the needed information and acting on it prior to a claim. Incident
Notices don’t affect premiums or coverages, and are used only for protection of
our insured.
Meritorious claims submitted to us are handled promptly and simply require our insured
to fill out a simple one-page Accident Report.
Alliance Appointed Counsel
Recognizing that superior claims-handling must include excellent
defense counsel, the Municipal Alliance has assembled a panel of attorneys who specialize
in municipal law. Our defense attorneys have had many years of experience in dealing
with the myriad of complex issues facing municipal entities today. They have a proven
track record of providing prompt, thorough and successful defense representation
to all of our insureds. Their reputation has persuaded many of our insureds to even
retain them for non-Municipal Alliance business.
Program Coverages
The Municipal Insurance Alliance offers as diverse a number of
coverages as there are public entities. We know that there isn’t any one plan that
could satisfy the needs of each and every municipality, so we developed coverage
